The first step would be to take out your debit card and see if it will be accepted. Some merchants do accept both credit and debit cards but it all depends on whether the credit card processing company is local or international. Make sure you have enough funds in your personal account to cover the purchase.
The next step is to see if your credit card has been deactivated. Use Paypal or another similar company to send someone a dollar ($1.00). Or go to Wikipedia and donate a dollar or any sizeable amount. If non of those transcation goes through, your credit card is probably deactivated.
Next step is to use another device to conduct the transaction. If you have a second computer, use that or try using your smartphone or tablet.
If the transaction is still not going through, you might want to move to another IP address. This might require you to change locations. Go to an internet cafe or a friends house and try again from there.
If that doesn't work, check if you are conducting your transaction after office hours. If you are, wait until next morning to try again or call your credit card provider to check if your credit card has been blacklisted or deactivated.
If it is still active, you can probably ask a friend to buy the merchandise using their credit card and you refund them if they were successful.
If all fails, you might want to apply for a new credit card.
